The Human Capital and Training Solution (HCaTS) contract is the result of a partnership between The U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). The initiative creates the joint management of a new strategically sourced, indefinite-delivery indefinite-quantity (IDIQ) governmentwide contract to support OPM’s Training and Management Assistance (TMA) program, and provides customized human capital management and training services to all agencies. May 2016 - Golden Key Group has been awarded a prime contract under the unrestricted multiple-award Indefinite‐Delivery/Indefinite‐Quantity Human Capital and Training Solutions contract. The unrestricted contract (Pool 2) is valued at $2.3B with a period of performance of up to 16 years.
The HCaTS contract is a collaborative effort between the General Services Administration (GSA) and Office of Personnel Management (OPM) to address the need of providing the Federal government with human resource training and development and human capital management services.
The objective of HCaTS is to provide all Federal agencies with access to a total integrated and customized solution for training and development services, human capital strategy services, and organizational performance improvement services at all levels (e.g., enterprise, unit, individual) through the best practices of category management in order to leverage the buying power of a single contract.
The HCaTS Unrestricted contract provides federal agencies with a reliable way to obtain best value solutions for their human capital (Pool 2) and training (Pool 1) service requirements. This contract is organized into three Key Service Areas:
1) Customized Training and Development Services,
2) Customized Human Capital Strategy Services, and
3) Customized Organizational Performance Improvement.
